The moon rises alongside the Washington Monument, right, moments after it is lit in Washington, DC Wednesday, March 2, 1999. The special lighting will accent the scaffolding from today until the completion of the monument's renovation, which is scheduled to be finished in time for the first Fourth of July of the new millennium, in July of 2000.
